In the context of Vietnam’s accelerating national digital transformation, from July 1, 2024, Decree No. 69/2024/NĐ-CP officially takes effect, allowing foreign nationals residing in Vietnam to register and use digital identity accounts to carry out administrative procedures, financial transactions, and live more conveniently and legally in Vietnam.

📌 What should foreign nationals do to obtain a digital identity in Vietnam?

1. Digital Identity for Foreign Nationals

Foreigners holding temporary or permanent residence cards in Vietnam are eligible to register for a Level 1 or Level 2 digital identity account.

Required information includes:

• Passport number

• Fingerprints

• Facial image

• Nationality

⏱ Processing time: within 1 to 3 working days, if immigration data is already available.

Required Documents:

• Valid original passport

• Temporary or permanent residence card

• Portrait photo and fingerprint (taken at the registration site or via applications that support biometric data)

• Contact information: phone number, email, current address in Vietnam

Where to register:

Foreigners can apply for a digital identity account at:

• Immigration Department – Ministry of Public Security

• Provincial/municipal police departments where they reside

• Or via the National Digital Identity Application (VNeID) – if previously registered in the national database
